Enter the government building and you will find 2 Zaramonde Officials (Ggl) just inside, along with several guards. When you hit one of the officials he shouts for the guards. Sometimes he just tells you to stop hitting him, others he declares that they were assaulted by the Tempest Thieves. Keep whacking on one or the other until the quest updates.
