This quest is given by Darmen Sproutmore in Antonica (-704, -15, +267). She is just outside of Sighard's Outfitters.

Head to Stormhold and visit the Atrium. (-56,-24,-98) Then return to her for your reward.

The atrium is second door on right as you enter. Go down long spiral staircase, and its right near there.
