As you will notice, in these two areas there is a lack of lakes, streams or ponds. You will find these little ditty's at The Deepwater Pavilion. Just swim around and you will see a school of small fish.

You may want to also mention under gathering quests, "A Gathering Obsession" quest which is given in the Enchanted Lands by Quo Augren (from voyage portal, swim across the river, go to the right of the village and he's swimming in a small pond). This quest leads to status and will take you through all the harvesting tiers. It also has the biggest monetary reward of any quest you can get early on, so it will fix the "new character / no money" problem.
