	Actually, its only useable by races that can worhsip an evil god. I'm pretty sure Half Elf warriors can worship Innoruuk. As such, all Half Elves are able to wear it. -bort Edit: Doh, I see I posted the same thing down a ways.

	As a newbie I collected these and sold them to necs which helped finances a lot. Now I usually kill the decaying skellys as I run past and just give the chips to my dark friends. However they are a great thing for newbies to sell, usually around 5pp a stack.
