	No ac, Good for resist, but it's int caster all the way, cause if your a wis caster and your going to ToV then u should have a sarnak battle shield or u will become roast/frozen <Insert race here> =P

	It procs by itself, I am 34 druid and you dont have to do anything. I have the Velium Scimitar - it is not Coldain and it does 12dmg at lvl 34, but I dont know if it procs earlier than that.

	That is what I was getting at with the question, But from my understanding a random proc has to have an event to trigger it. i.e. a sword will randomly proc while you swinging it, and a shild procs when you bash with it, but held, or worn items are usually either right click for efffect, or the effe

	its not that good for a caster but look at the wt. 0.1 is good for a monk i got one last night and the monk ended up getting the necklace instead of a caster because it is better for him

	3 delay is huge! .5 damage per second (approx between this weapon and an EBM) may not sound like much, but believe me, it's a big difference.

	Went to the Hole for the first time last night, and in about 3 hours of hunting we saw 5 or so drop. They weigh tons but they're great gifts for newbies or guildmates that wouldn't stand a chance at the hole on their own. If you're high enough to hunt in the Hole, hopefully you've got 1 weight-red

	This is MUCH harder to get than sleeper's loot, much less epics. If you don't even know where this drops and the difficulty of the mobs involved, how can you talk about whether it is a worthy item or not? Simply put, this item is bank fodder.
