I think all the jobs (melee particually since mages get new spells every other level) should get some sort of special abilities at lvl 40. I think it would be great if there was some sort of miletstone for reaching 40 (40 due to the new bcnm you can do and it's too high to be subbed). I would love to see DRG, DRK or even NIN get something as simple as provoke at lvl 40. It would really change up all of the normal subs for all the sub tanking jobs and give them the freedom to sub something that will help their job instead of being forced to sub war for provoke. Granted I am a lvl 40 drk/20thf but I know there has been time where I wished I had provoke to save a mage. All I'm saying is make 40 mean something. Some job ideas since I have your attention. :)
Chemist: uses items to cure party members (help cure the problem of MUST having a whm 10-22. Similiar to a rng or nin but uses items to cure.
Elementalist: Elemental abilites acording to what elemental items called Runes (new) you've obtained and have on you at the time in rune (range)slot, like brd's instrument. ie: if you have an ice rune equipped you can use ice based abilities (ice breath, ice shards). Wind rune = wind abilities etc. or if you have a combined rune (higher level) like ice+wind = artic wind, ice storm. Abilites stronger/weak based on enviroment or weather.
Blue Mage: Learn mob abilities by having Study ability activated (with recast timer) while the ability is done to you and lived to learn it. ie: Synnre activates "Study".....Hill lizard uses plaguebreath.... Synnre's "Study" Effect wears off. Synnre has learned "Plaguebreath".
Flame the ideas if you want. I've heard better and worse ones out there these were just mine. btw can you tell i play ff tactics.... a lot...
