Not true, all you are gonna need is Engineering 4 to make vehicles.

From what I've heard, vehicles were moved to Master Artisan during the testing phase. It's likely the schematics were in Engineering 4 before.

That's what they said in the announcement, but what I've heard from the TC is that right now only Master Artisans can do it.
