Yeah, agreed, it is a shame as we pay for the same service, but it probably goes beyond tax laws to laws that govern lotteries and contests in each jurisdiction and may include language laws as well. The world is a smaller place and yet sometimes this highlights how, while we can communicate more easily, be more aware of what others are doing, we can be very different as well.
