Did not come around to seeing Cap 2 yet but want to do so ASAP.
It was really good. It ran long (as Marvel films tend to), but I remember realizing "wow, this has been running long, but it doesn't feel like we're near the end", but not feeling like it was dragging at all. Even the slowish parts still moved well. Tons of reveals and easter eggs. The epitaph was a really good one! Bible quotes are free domain, right?

Does it a better job at explaining why the other Avengers (apart from Black Widow) don't help out?
I don't know about "better job". I think at a certain point you do just have to accept that the characters appearing in the film are going to have a lot to do with the name of the film. It was "better" in that the events in Cap2 occurred in a relatively short time frame, and under circumstances which justified why they couldn't necessarily call for help. So more that it wasn't as much of an issue, compared to say Iron Man (where it was more about Tony being self centered and largely unwilling to ask for help even when he desperately needs it).

Are the events from Thor 2, Cap 2 and Iron Man 3 happening simultaniously? I don't mind this too much since it's basically the same in the comics where other characters appear when it suits the plot and otherwise just stay in their corner of New York.
Assuming we can use Marvel: Agents of Shield as a marker, the events in Thor2 happened first (cause they've already had impact on the series). The events in Cap2 are occurring
right now. They timed the series and release of the film such that, assuming from the description of the next episode, they'll intersect in some way. A character who has appeared a number of times in the show has a significant role in the film, so they have to address that.
I'm assuming Iron Man 3 occurred in the past as well. Given that elements of the Extremis stuff has appeared as backstory (and sidestory, and sometimes even frontstory) in Agents, we can assume that story happened already.

And I'll just avoid watching Agents of SHIELD (just in case) until I see it. It's all set to record anyway.
I'm not sure how much seeing the episode first might spoiler stuff in the film. They'll probably just have some parallel relationship, but until it airs, there's no way to be sure. In addition to a character reveal, there are massive changes introduced in the film that will presumably directly affect the series. How they implement this is still kinda up in the air. Should be interesting to see. And yeah. Assuming you plan on seeing Cap2, I'd do it before continuing with the shows episodes. Just in case...
