Polearm WSs have plenty of STR modifiers. I think the real problem is the lack of WS multipliers on WSs with good modifiers. Pentathrust can hit 2.25 with 300% TP, but there's a low 20% STR/20% DEX secondary attribute. Skewer is 3 hits for 1.0 each regardless of TP, but there's only a 35% STR secondary attribute an Acc TP modifier. Impulse Drive, as mentioned, gets a nice 50% STR secondary attribute, but only exceeds 2.0 (at 2.5) at 300% TP.
Compare this to other weapon's big WSs that have secondaries like 75% STR AND TP modifiers like crit rate.
