Pistol class guns. Have them low delay and lower damage. Give Ranger a new Job Trait, maybe around level 20, called "Double Fire", allowing them to equip a second Pistol class firearm in their Sub slot.
What this means is that while equipping two pistols through Double Fire, the ranger would be unable to dual wield melee weapons with a Nin sub (yeah, kinda sucks, but you only got two hands, bro ;)
It would need a Haste effect (for ranged attacks only), in order to make it a viable alternative to weilding a single Rifle class firearm, like Dual Wield, or perhaps it would increase the rate of Rapid Shot firing off when Double Firing. Either way, its an even faster drain on ammo.
The downside of Double Fire would be a reduction in Ranged Accuracy. This penalty would be decreased as the Ranger rises in level, perhaps having an initial penalty of -10%, and having it reduced by half every time a new trait is acquired
Double Fire I (level 20): -10% Ranged Accuracy
Double Fire II (level 35): -5% Ranged Accuracy
Double Fire III (level 50): -2.5% Ranged Accuracy
Double Fire IIII (level 75): -1% Ranged Accuracy
So at lower levels, the effect of Dual Weilding pistols would be rather crippling, but as the penalty decreases and the Haste % builds up every 15 levels, it becomes less and less of a concern. Still, firing a single rifle class firearm would be more accurate and more damaging, but Pistols would fire off faster for better TP gain and DoT.

The other option I can think of is to make it like Double Attack for firearms: as long as the Ranger has a second pistol in his inventory, there's a random chance that he'll fire both off. The chance of Double Fire would increase with level. This is a little less complicated (there's no pissing with Ranged accuracy and it doesn't preclude Dual Wielding melee weapons), but it would also make Double Fire a lot less beneficial, so the delay on Pistol class weapons would have to be hella small to make them an alternative to Rifles.
Actually, the more I think about it, the more I like the second option. In any case, there it is.
