I don't think that's fair.
She acts a lot like a big sister towards Carver. She and Bethany are friendly. She and Fenris get along pretty well--she structures patrols so as to avoid his mansion and Donnic/Fenris have apparently become close. I don't think she quite understands Merrill, and she's definitely not a fan of the blood magic thing, but I also think she genuinely wants to protect her.
Varric and her are kinda opposites when it comes to personalities, but she doesn't seem to have any real animosity towards him. She appreciates the difficult choice Sebastian needs to make, and respects the fact that he's wary of taking a course that would ultimately hurt his people.
I actually think she genuinely likes Isabela, and that the mutual insults are just their way of doing things (and Isabela likes her more and more as Aveline gets better at them). At the very least, she doesn't hate her. Part of this is that, even though she disapproves of the way Isabela acts, she respects the fact that she does so without shame. She could do without all the questions about her sex life, of course. Plus, she doesn't avoid Isabela's company. When she hosts a dinner party and invites her, Aveline gets irritated when she doesn't come. If she was just inviting Isabela to keep the peace in the group, she wouldn't have been irritated she didn't show.
Anders... I just don't know. I think she wanted to like him, but his constant whining, endeavor to break the order of the city, and personal attacks towards her as guard captain kinda make that hard. And every conversation gets turned into a fight by him--like when she gives him a compliment and he twists it to sound like prejudice against Mages. Plus, he has no boundaries--basically insulting her relationship with Wesley right to her face in Act I.
Though, if anything, I'd say that she likes him (though is clearly worried about his path), but that he doesn't share those feelings. Dunno about how things end up in Act III. They only have 2 dialogues. One of them is him being a prick for no reason, the other isn't really that telling about their relationship.
She's a largely "fair" character. She doesn't let single dislikes color her whole image of a person, which is why she can manage to like nearly everyone, I think. She's just as likely to announce her disapproval to her friends as she is to her rivals, which makes it seem like she doesn't like people. But she's also predisposed to find the good in people. So the real factor, imo, is how well the other person can take criticism. Some take it extremely well, a la Isabela. Others abhor it, like Anders.
I really didn't think I'd like her at first (and even tried to use Fenris to tank instead, to avoid her). But I have to say, I think she's in my top three favorite characters (Varric, her, Merril).
