True, but over-hype is only a significant risk for those that are immersed in gaming culture, which is a big minority, and they aren't the target of most advertising campaigns, as companies now need to bring in more casual gamers to make money.
The biggest risk with hype is probably with gaming reviews. But a good reviewer is going to look at how good a system is, not how good it is in regards to the hype. But, frankly, reviews are probably still a big reason to go ahead and hype the game. The more the public is expecting a game, the more likely it will be reviewed by gaming mags and websites and the more likely it is that the casual gamers will bother reading that review.
It's a calculated risk that's probably smartest for a company considering their target audience is no longer the dedicated gamer.
