Ill be starting over on Fallen Gate. I want to get as much Quest done as possible. At what lvl should the betrayal quest be done to get the low lever quest done on both good and evil city's ?

That's up to you when you want to betray. You should be able to search for every available heritage quest as well, to help you get them under your belt.
