EQ2X is on the Freeport server; it has its own launcher and is segregated from Live except for some cross-server channels. Live is all the other servers. On Extended you don't really get nickel and dimed to death, but you'll probably end up buying a Membership anyway and get the percs of a Live-type subscription.
Populations on Live are fine; when you create a character you'll get to choose a server, and they'll show you what the population is like right that minute (hint: roll a toon during your normal playtime for the best population metrics for you). Freeport (Extended) also has a great population, but never expended beyond one server.
A thought: You can start on Extended for free, give it try. You can also copy a toon from Live to Extended, although there are restrictions on what you can bring with you.
