Press "P" for your persona window, and to see where your stats are. Your stat caps do increase with level; come to think of it I don't remember seeing a message about it beyond 20 or so. No worries, they do increase.
"Going Epic" I've never heard, but I'd have to assume that means acquiring your class' epic weapon: http://eq2.allakhazam.com/wiki/category%3Aeq2_epic_weapon_quests These are *very* nice weapons, and the Mythical version is very difficult to obtain.
If that's not it, all I can think is someone's using that to measure their uberness factor.
Very generally speaking a character's uberness may be judged by their gear. Soloers like me will probably be wearing Mastercrafted mixed with a little Legendary. Groupers will have nice Legendary. Raiders will have awesome gear only obtainable my raiding.
I'm really generalizing here. EQII supports all playstyles, and you can't really measure one playstyle against another.

Um, no, it's impossible for anything on your computer to affect the game, unless you count processing and download/upload speed or using EQ2 maps, which are really just cosmetic.
