PvP in PvE?Follow

I have a character on a PvE server, and my brother is just starting EQ2 and I suggested that he make a character on a PvE server rather than PvP. He tells me that he "doesn't want to never do any PvP", and the only thing I could think to say was arenas. Hes not all about PvP, he just wants to do some. From my experience, arenas are completely empty 24/7, so my question is: is there any actually PvP on a PvE server?
