I think you might be confusing 2 different things.
Your tradskill choice is completely disconnected from your adventure level.
You do not choose a tradeskill when your adventure level reaches 10 you choose it before your
tradeskill level reaches 10
Here's how it works:
From lvl 1 - 9 you are an artisan (anybody can make anything)
From lvl 10 - 19 you are one of 3 classes (craftsman, outfitter, scholar) and can only make items from recipies within that general area of expertise
From lvl 20 up you are a specific sub-class chosen from within your class:
Craftsman - woodworker, carpenter, cook
Outfitter - armoror, weaponsmith, tailor
Scholar - sage, jeweler, alchemist
and can only make the speciality items made by that sub-class
You cannot pass tradeskill lvl 9 without choosing a class so you could not have become tradeskill lvl 11 without having made a choice. So, at lvl 9 and then again at 19 you will talk to the NPC outside your TS instance and tell him which path you would like to continue crafting in.
The guy in Qeynos Harbor is from much earlier in the game and may well have been disconnected... he may not talk to anybody now! OR... you may have already chosen your profession and not remember that you had.
