No quite. There are two new secondary skills, Tinkering and Transmuting.
Tinkering will let you make things like EQ1 gnomish vanishing devices and such that would give buffs and abilities not currently available to all classes. Transmuting will allow you to break down items for parts and magic essences that are used to make augment items the main tradeskill professions can add to their products to give procs and bonuses.
Secondary tradeskill level is dependent on your primary tradeskill level, so you have to do regular crafting to do the new stuff.
This is my understanding, based on official forum comments, and I could be off some but that should be the gist of it.
