At this point, it's nothing but a rumor - the poll on the main EQ2 site a few months back about how people felt about PvP was nothing more than something to make players feel involved. There was a big hoo-hah shortly after, when one of the community reps said that the results from the poll were functionally meaningless, and useless to SoE - that if they wanted truly representative figures, they would stick the poll within the game, and (effectively) force players to vote one way or another. Needless to say, while it may very well be true, the statement was rather blunt, and rubbed a lot of forum posters the wrong way.
It's just a rumor. Sony may be toying with the idea of setting up a few PvP servers to win some players back, but it's a sure bet that they've learned their lesson on that score from the EQ1 PvP servers: Without some meaningful gameplay element to make PvP have some purpose other than dueling (which is already possible) or ganking, there's just no point in it.
