Is there a vendor that sells everything you ned for the low level recipies like in EQ1 (cringe metal bits). Or are you actually required to harvest even the low level items like Raw Nutmeg?
Normaly harvested items are not available.. that being said..
As a Society (Workshop/Wholesaler) gains levels from people doing tasks, more and more items become available from the merchants in that Society. Most Whoolesalers in the game for example are level 15, this allows you to buy most of your 1 combine items that are in teir 1 and teir 2. This inclused shaped versions of the raws and tempers. This makes it very easy to level a new crafter without having to harvest if you have the funds.
On the flip side, most Workshops are still only level 2 so they have almost no additional materials for sale. ;)

Indeed, this is very annoying. I prefer to craft in the workshop because it is less crowded and laggy than the wholesaler instance, but I don't have access to a merchant who has as many materials other than fuel.
Try purchasing your raw materials at the wholesaler and then running to the workshop to actually do the work. If you plan a bit ahead, you can have all the things you need ready before you begin to work.
Raw resources can be found off Brokers from players selling what they harvest.
However you'll find many crude components off wholesaler vendors. For example: You'll beable to find chloro Oils, resins, etc for about 7cp each. I believe there are tier 2 basic components as well such as the stroma line of items.
