hmm.. only thing I see in there that could be a problem of note is the processor itself.. the Duron is a solid processor but it's not nearly as strong as the Athlon XP's or Athlon 64's...
will EQ2 run? yes.. but due to the processor I simply cannot guess what the graphics will look like.. only machine I've ever seen it running on slower than mine was a 2.8 P4.. which isn't much slower and that box had the 9800 Pro 256 and 1GB of Corsair Ram which EASILY made up the speed difference. That said.. let's see...
you've dl'ed drivers, how about updating DirectX? sometimes that is helpful with new drivers.
what OS are you running? if it's windows XP and you have SP2, the security features of the firewall in SP2 *can* prevent online games from connecting if it's setup too strict.. it's something to look into if you're running WINXP SP2.
I know you're not 100% certain of the motherboard model.. but if you can somewhat easily figure it out.. perhaps the maker of the board has firmware updates available for download?
just posing possibilities.. anywho, hopefully it's something simple like directX or a windowsupdate download.

edit: OHH yes and check your video card with the main EQ2 site.. there are a few cards (most notibly the Nvidia 440MX) that don't work with EQ2.. a friend of mine had to update his card and I told him to get a radeon, he's running a 9200 now and says it does fairly well.
